KEYBOARD/MOUSE LOCKOUT IN WIN 95

I have a desktop with Win 95 on it.

When it boots into 95 the mouse and keyboard stop working on it.
If I boot into Safe mode they both work fine.

I’ve tried removing them in safe mode and letting plug and play reinstall them in normal mode when it boots but they stop working again after that.

Because they stop working right at the login prompt in Win 95 I can’t get in any further in normal mode to troubleshoot the problem!!

Any ideas or am I looking at a Win 95 re-install?
