keyboard not present???

I have a microsoft bluetooth keyboard and mouse. When rebooting or powering back up the pc I get a “Keyboard not Present” error. To bypass this, I have to have a ps/2 kb plugged in during boot. This does not sound right to me. My intel wireless devices did not need this. Can someone please help?
