Keyboard Problem

I have a Dell computer running NT as an OS and Office 2000. I’m suddenly having trouble with the computer recognizing keystrokes on the keyboard. I’ve tried changing out the keyboard but the same problem exists. Obviously it’s not the keyboard itself, but what else would cause some keys to be recognized all the time while others are recognized intermitently?
