laptop prob’s

Can anybody help,
Cannot access language change via control panel for keyboard or mouse!! error message as is
>ERROR OCCURRED WHILE WORKING WITH CONTROL PANEL FILE C:WINDOWS\SYSTEM\MAIN.CPL< Im totally frustrated, as I used to know what i am doing, I have tried most stuff and am beginning to think the problem lies elsewhere than the above file... help
