Laptop restarting when I choose shutdown

We have Dell laptops with win95 on them. Recently we have upgraded a Novell client, Norton AntiVirus, Installed the dell management agent,and upgraded internet explorer.Now when we choose shutdown the machines are restarting. Even after disabling power management in the bios and taking the battery info out of startup…What do I try next?
