Laptop trouble

My neighbor asked me to look at his laptop (WinBook XL) it’s running Win 95 and when you power it up you get a red box that reads:
Save to disk file not found.
Save to disk feature is disabled.
Run Phdisk for information.
File:create new
Partition: consult manual.

The only way to load the OS is in safe mode.
How do you access DOS command promt in Win 95 (CMD in run doesn’t work)?
He said that he press cleaned C:/ drive and it deleted the driver to his DVD-ROM, is this contributing to the problem?
What does it mean?
Need HELP fixing this. PLEASE!!!
