Large number of HTML temp files created

A Win98SE machine in otherwise good health randomly creates upwards of 5000-8000 files in the windows\temp folder. Most are HTML but there are a few DLLs too. The HTML files appear to be online help about MS Visual Basic. Deleteing them at startup takes over two hours. They come back regularly. There’s no VB installed on the PC, just Office 97, Outlook 2000, IE5, NAV5 and Pastel Accounting and Payroll. Pastel claim they dont use VB or HTML.
