LDAP port 389

I am using the LDP program in the Win2K Support Tools to connect to the Exchange Server on Port 389 or 390 and I keep getting the message “Error <0x0>: Fail to connect to exch.” (exch is the name of my Exchange Server). I can’t connect from any server. Where should I start to troubleshoot this from .
