Liccheck.exe – DLL Initialization Failed

For a past few days, I am getting this message window on my NT Server
“Liccheck.exe – DLL Initialization Failed”
Initialization of the dynamic Link Library C:\WINNT\System32/cstool.dll falied. The process is terminating abnormally.”
I have not seen any problem with my equipment lately but I am a little concerned about the cause of this message. Please help.
