license blues

Can anyon help me understand licensing on an NT server. When is right to use per seat versus per server. I have read information about licensing. However, I still walk away with more questions. If I use per seat, does that mean each windows machine connecting to a server already has a license? If you have roaming users, do you need more licenses? Can anyone please spell it out for me. Thanks
