License issue

We are in a “per seat” mode for windows Client Access licenses (Windows 2000 Server), however many are counted twice, listed as:
domain\user
domain\user$
I can “revoke” the second license but within 24 hours it reappears. It looks like we are over on the licenses, when actually we are just a few under what we have purchased.
How do I correct this?
