License Replication – NT4.0

I have a pair of NT4.0 Servers (PDC/BDC) and approx once a month, I get Out of License errors. Every time this happens, there are licenses from users that have not been on the system in years. In fact, their accounts are no longer in the domain. I assume this is being caused by some license store on one of the servers that replicates every so often, but I can’t find it. I delete the “dead” accounts from License manager, but they keep coming back.
