License Services on Win2K Server stoppin

We are running Windows 2000 server and Windows 2000 Adv. server in mixed mode environment using ADS. All of the servers except for one Win2K server is located in the same site and running SP1. There are 4 DCs; one being the master, 2 running on a 2 node cluster and one at another site. The server that is the enterprise license server is moving from started to starting status for no reason. We have tried deleting and rebuilding the license db and moving it to different servers with the same results. The service will run for awhile before it goes back to starting. Anyone have any ideas?
