Licensing of NT4.0 server w SP4

I have a problem that user cannot connect to the BDC server occasionally. Checked with server event log, it show me the below message:

” No License was available for user ….. using the SMBServer 4.0 “.

But I have been installed a sufficent CAL.

Please help to advise the solution.
