Limit an Internet Kiosk to only 2 sites

I need to create an Internet kiosk for one of our plants at a remote location. The goal is to create a kiosk for employees w/o PC’s or ‘Net access. The kiosk should only allow connections to 2 sites. The employees using the kiosk should not be allowed to go anywhere else on the ‘Net.

The Domain is Windows 2000. The kiosk will be W2k pro, connecting to MS Proxy Server 2.0.

Is there a way to do this w/ the tools I already have at my disposal (GPO’s, Resource Kit, IEAK, etc.)? If not, what’s your suggestion?
