Limited user acces to Win2k with Acad14

I have a lab that I need to lock down form the students that use it. This is a drafting lab and we still use ACAD14 for teaching, as we do not have money to upgrade. I am trying to restrict the users form installing and saving none class type files. So I thought that I would make a guest account then change the permissions were need to make things work. Well come to find out to use ACAD 14 under windows 2000 you must be a Power user or higher. This is not acceptable to me or my manager as we were on Win95 and want to use Win2k now. I have changed the permissions on the winnt so it looks like the CADuser group I made has power user permissions and the ACAD directory.
If any one can help it would be great.
