link goes to wrong place

Hi
On the tool bar is the envelop icon, this is supposed to open into Outlook Express for e-mailing page or site link.

When I click on the icon it goes to msn passport net sign-up. when I click on ok, it takes me to a page that advertizes hotmail for 19.95 a month

how do i get the envelop icon to take me to outlook express so i can e-mail links or pages???

i have windows xp, pent4 cpu 2.0 mhz.
