link program to a group in AD

I’ve made a group in Active Directory, named Excel group. How do i link the Excel.exe to this group??
I was told you can make the linkin AD, but i can’t fing where.
The only solution i know is setting the security (of excel.exe) on Excel group.
But is this the windows 2000 way??
