Link two locations

What is the best way to link two offices that are located in two different town? Customer would like to share their QuickBooks database.They currrently have WIn95/98 workstaions, no servers. Just peer to peer.
I thought about a 56k dedicated data circuit. What is entail? How do I set ip up?
