linkedin email scaper

Hi everybody,
I am a Software Engineer with not much experience.
I actually came across a tool called which helps you to scrape emails from LinkedIn profiles.
I am really confused about this because I am not sure how LinkedIn allows that.
Like I have read that Linkedin doesn’t let bots scrape date off their website but then how and where does it get it’s data from.
I would really appreciate your input on this.
