Local Lockdown on 2000 pro

I am wanting to set up a local policy that will lock down the system, allowing nothing to be saved to the local drive (except removables) or have any system changes (ie – wallpaper, screensaver, etc…)

I basically want the machine to be usable to browse the web and utilize MS Office which is installed presently, allowing the user to only save to a removable disk (floppy or zip).

I have done this through Group Policies in the past, but this time around, these are stand alone machines.

Any suggestions?
