Local policy resets.

I have a web server that I am trying to set 2 local user policies on. I want to restrict the web users from logging on from the network, and also prevent them from logging on as a batch file. The webserver is IIS5, not part of a domain, I have the”disable policy” checkboxes unchecked. I can set the policy and after a few minutes the effective policy and local policy are both showing what I want. I reboot and both are back were they were before I started. All the other policies that I havechanged have retained their settings. What else can I do?
