Local Policy -W2k Prof

How to change or apply local policy on W2K profesional for any user log in to a PC’s without giving a admin. privledges (in enviroment without Active Directory)

This is a situation, with few application installed on PC’s user logs in and in some cases get’s error message “Failed to update the System Registry. Try using REGEDIT” and on some “Can’t initilize”. This does not happend is someone with admin priviliges is log in.
In my opinion it is a local policy issuse which does not allow to write to a registry.
My questions is how to fix this issue (Microsoft site doesn’t have any suggestions)
