Local Profile Problems

I am having a problem with a local profile on a Win NT box. Everytime this user logs into the pc, it comes up that the local profile could not be loaded and it will create a new one. All of his favorites and settings are gone now due to this of-course. Any ideas on why NT would keep creating a new profile for him.
