Localization string not found!

Situation Windows 2000 Server SP2, Office 2000, Exchange 2000; also InCD, Umax Scanner

Problem: Each time I start the machine I get Localization string not found! Followed by ‘Shell Icon notification’ error messages. I have tried TechNet nothing. All ideas welcome, especially if you have had the error yourself.
