Lock Down Start Menu in NT 4.0

I need to lock down the start menu under windows NT 4.0 sp 5. I still need to remove “Programs” “Documents” and “Help”. We have no administrator access on the server, so it needs to be done in the image on the workstations. I need directions on how to do this, probably through the registry.
