lock up , freeze up!

I have a standalone user not on the network that does word processing. Anyway everytime he boots up, the computer get into Windows 98 but locks up on the desktop before anything loads up. I mean everytime. If it does boot up his has double click a play a real audio file to keep it from locking up. Once it finishes playing the desktop locks up.

Part 2, I can boot up into safe mode and it function fine but I’m curious as to why it locking up in Normal mode.

Action:
I cleaned off the desktop, set the background to the standard windows display, turned off Active Desktop.
What am I missing is this a motherboard error?
