Lock Windwos 95/98 Computers

For windows 95/98 computers, how to achive the same result as NT that the user must log on first to access the computer?

Appearantly, when user gets a logon window, the user can choose “Cancel” to bypass the logon process, and still can access the computer, maybe just some networking capibilities lost. The user can still go to the Internet, so on and so on.

So how to make logon process not escapable?
