Lockdown Active Desktop

I would like to know how to remove users ability to click on the “X” in the upper right corner of the active desktop screen to close it. I have checked settings in Tweekui as well as policy editor with no success. Most of the systems that need to beprotected are Windows 98 boxes. Does anybody know a registry hack to keep this on the desktop at all times?
