Logon legal notice message

I would like to display a legal notice message without having the user acknowledge the message. For example, display the message for a 3 seconds then continue on. I am aware of the Registry parameters LegalNoticeCaption, and LegalNoticeText, but these defaults require the user to acknowledge the message. I guess I would have to add something to the startup script. How would I do this?
