Logon to a NTserver

I have a user in LA and a server in NY. Both on DSL with a hardware VPN. I can ping. I can map drives. Iwant the Windows 98 machine in LA to authenticate on the server in NY. When the user tries to logon they get a message that the sever is unavailable. Yet when I look in the event log it shows when they logged on and logged off. Is their something that I missed. I need to implement a users logon scripts. Thanks
