long user profile login under Win95

Win95 clients on a Winnt4.0 sp6a with roaming profiles take up to 20 min to log in at a new workstation, and anywere from 5 to 15 min at later logins at the same workstation. If we login under Win98, first login takes about 30 sec, and subsiquent logins are about 15-2- sec.
