loosing It

It seems that I’m loosing somethings on my pc.When I go to run and try to use msconfig it says cant find msconfig,same thing if I try to use SFC.I have run a sys,scan and no viruses found.Im use win98 me.Also using norton 2003.
iT SEEMS TO BE LOOSING DLL FILES Also.
