losing connectivity

Okay, I have run out of ideas so I will try to tap into the vast knowledge on this board..

setup:
OS: windows 95
100base fx using ATM
SMS server

when trying to log onto a certain workstation, I get no authentication server. I ping the loopback-fine, I ping the workstation IP address-fine, I ping the DNS/Wins server-no dice. If I go to another workstation, I can ping the IP address of the workstation giving me the problem. Sometimes I can logon succesfully and the SMS server logon script works fine. Then after a 15 minutes of inactivity, if I try to ping the WINS/DNS server- no connectivity. I’ve checked the NIC, and the cables. I’ve run tracer to the WINS/DNS server and the TTL of the hops are 64, 26 on the router, and 126 to the servers. I’m wondering if I have a slow link and i’m getting timed out at the router, but I’m not sure, becuase I can still ping the problem machine from another computer. I thought about incresing the number of retries to compensate. Any suggestions would be helpful
