Mail deliv. to del. items folder OE6.0

Running Win98, Outlook Express 6.0.
Mail from one person and only one person is delivered to Deleted Items folder. Created message rule to deliver mail from this person to a sub folder under InBox but mail from this one person stiil is delivered toDeleted Items folder. This is only message rule created. There are no blocked senders. Mail is imported from Prodigy. Went through Prodigy and turned off all filters. TweakUI had been installed for a time but has been uninstalled.
