mail enabled user

I have built a active dir. and a seperate exchange 2000 server and a test workstation. All loaded well, but after I added myself and the create mail box was checked I had no problem sending mail to myself. Problem was adding another user it will notshow me the create mail box menu. active dir.users and computers will only create the object but not the mail box. I have loaded all the tools system manager, active dir. and have run DCDIAG.EXE and there were no errors. Iam just missing a step somewhere. PLEASE! someone save me.
