Mailbox Agent in Exchange 5.5

I have tried to get the administrative
mailbox agent to work, but have not
had success. Has anyone got hints or an
example admins.csv file that I can compare
and see what the problem is? My permissions
seem correct, but the agent replies that
I do not have permission to create a
mailbox….thanks.
