make a file download or open via link?

I’ve seen an online app before that had one link to download a pdf/doc and one link to actually open the pdf/doc in the browser.

Does anyone know how this might have been done?

Obviously a normal href link to a .pdf would just let the browser handle it. And if Acrobat is installed it will, by default, open it in the browser.
