managing multi. static IP addresses

We have 10 locations with its own network DHPC server assigning IP address.

Now, we want to go with static IP address.

The problem is with those laptops that roam among those networks.

What is the best way to set it up so the user don’t have to manually inputting IP address?

Is there a software that help in managing roaming laptop with different IP addresses?
