mdac_typ.exe not recognized file format

I recently downloaded the MSFT Data Access install file from the web, everything looks good except on one PC, I got the “this is not a valid win32 file” and the icon is also the standard .exe icon instead of the selfextracting/installing archive icon. I can’t figure it out what is different on that PC (Win 95, 4.00.950a – the same as the others).
Any ideas ?
