Memory not recognized in Windows

I am attempting to add 128 MB to an Epox motherboard (EP-MVP3G). There is an existing 64 MB PC100 DIMM installed. The BIOS recognizes 196 MB of RAM during bootup, but Windows only reports 64 MB. No error messages or beep codes to indicate any problems. I have gone to the Epox web site to check for updates, but the English version will be down 3-5 business days.
