Merging partitions?

On my PC, my single 4.0 GB hard disk drive was divided into two partitions by default by Windows 95 when I purchased it: C: drive (2 GB) and D: drive (2 GB). Since these two partitions are really part of a single disk, I was wondering if there wasa way to merge them into a single partition called C: drive with 4.0 GB? Also can this be done without reformatting the hard drive and reinstalling all programs? (In other words, taking the computer’s configuration as it exists now and just merging C: and D:, since D: drive is currently empty–I have moved all files off it.) Finally can this be done easily without PartitionMagic, or do I need to acquire this software? I am currently running Windows Millenium Edition on my computer (having upgraded from Windows 95).
