Microsoft Access Headers

I have a form in access 2003 ( yes it’s old. employer hasn’t updated). The form has a header with combo box to select records, a body with record data and a footer.
The tab order only effects a section, ie, header, or body.
I need to make the form open on the combo box in the header. On open call does not seem to work.
