Microsoft Project Central

I have just installed Project central, with the requirements as necessary. I get a logon screen whether I use the browser module or IE. There is no default administrator logon listed, nothing in fact so I can not carry on. I have tried to create logons in Project, but continuously comes back with error can not create new account. I have left it as NT logon, still nothing. I am not sure where to troubleshoot, SQL, IIS, user manager…everything appears to be in order. I am not certain why there is no default administrator logon as Microsoft states in its install instructions. If someone has any ideas I would be most greatful.
