Migrating programs and settings to a second XP instillation

Hello there, I’ve recently put a new hard drive into my computer and installed windows XP on it, what I’d like to know is: Can I move all of my files and settings (including installed programs) over to the new instillation (or to the new hard drive)?

If it’s possible how would I go about doing that, and can I do it without changing the drive letter of the new drive or my current windows instillation?
