Min ME will not restore

How to “turn-on” system restore in Win ME? I have tried (at least 20 times), but I always get the ‘your system cannot be restored to…’ error. I have heard something about a Microsoft patch (Sept 20th, or something) that fixes this, but I can’t track it down. Any info?
