Minimizing Applications Disappear

In the last two weeks we’ve had two machines display an odd behavior-minimized applications do not show up on the task bar. They continue to run, but aren’t accessable except by Alt-Tab. This behavior even occurs on the default desktop. Different video cards, different resolutions, no matter. WIN 98 in a NT domain using roaming profiles.
