Mirror HDD / Copy

Dear Sir,
Right now have I have 16.1 GB HDD. Contains two operating Sytems i.e win 98(C:\) and windows 2000 server(D:\). I am running out of space on both drives. File structure is FAT32.
I want to install 40 BG HDD making two partitions.
I wantall my existing installed programs / applications and operating sytems on the new HDD making it as primary. and old one as secondary. Is it possible through any software ?
If yes which one ?
And how ?
