Missing Desktop/Icons Win2K Pro

I have a user that when he logs on to the PC under ANY account (user or Administrator), NO ICONS appear, even when creating a NEW login/account, there icons are missing.

Please feel free to email me any answers, The unit is in our California office, so I’m unable to get a clear picture, but my tech out there (untrained, but knows enought to do the job) attempted to log on using any member of the domain, and locally, the results were the same, no icons.
