Missing Dill

My Daughter’s computer at college keeps popping up a message upon startup about a missing c:\windows\NEWDOT~2.DLL. I do not know which program is calling for it but the computer runs fine except for this annoying pop up.

I cannot locate a source for downloading Dill’s on the web without paying for a year membership. Do you know of a free source for locating dill’s? Or is there a way to eleminate this message?
